Job Summery

Objectives of the study:

  • To compare community ownership among COWASH and non-COWASH beneficiary communities in terms of their impact on the operational efficiency, maintenance effectiveness, and long-term sustainability of projects or resources.
  • To compare community-managed and Woreda-managed projects in terms of their impact on the operational efficiency, maintenance effectiveness, and long-term sustainability of projects or resources.

Scope of work:

  • The study will examine various community ownership models, including community-managed projects (CMPs) and Woreda Managed projects (WMPs) to understand their impact on operations, maintenance, and sustainability.
  • Investigate how community ownership affects the efficiency of operations, maintenance practices, and the sustainability of community-owned projects and see the potential to re-introduce the Parent Teachers Association (PTAs) and Community Health Committees (CHCs) into the CMP process
  • Conduct a comparative analysis of community ownership among COWASH and non-COWASH beneficiary communities and community ownership models to identify similarities, differences, strengths, and weaknesses in terms of their impact on operations, maintenance, and long-term sustainability.
  • Based on the context analysis and findings from the study, the consultant shall recommend alternative approaches that improve outcomes in community water supply project implementation.

Job Requirement

Expected Qualifications and Experiences:

Undertaking a Comparative study on the generation and value of community ownership for O&M and sustainability requires a competent and experienced consultancy firm that has diversified expertise in managing the scope of work.  key professionals and required expertise/skills include:

  • A minimum of BA/BSC degree in health, engineering, and social sciences-related fields
  • Must have at least 5 years of experience supervising similar research
  • Must have practical experience in supervising field management
  • Excellent interpersonal and professional skills in interacting with the government, development partners, and other stakeholders.
  • Fluency in speaking and writing the local language of the respective study region/s
  • Excellent supervision and control skills to ensure the quality of data at the field level

  • Inception report including agreed methods, tools, and timeline
  • Document review / Desk review report
  • Data collectors training
  • Field data collection
  • First draft comparative study report (soft and hardcopy)
  • Consultative meeting
  • The final comparative study and recommendations report (soft and hard copy)
